Placement rules

Poway’s code has no rule written for a short-term moving container. It does require a minor conditional use permit for “seatainers” (cargo containers) in residential zones, so confirm with Poway Planning before a long rental. The street needs an encroachment permit.

Built around Poway driveways

Poway calls itself the City in the Country, and its rural residential zones, RR-A through RR-C, are set aside for homes on lots of at least one acre. That usually means room for a container on private property, often with a long driveway. Tell us about gravel, steep or gated drives when you reserve and we confirm the truck can reach the spot.

The code is the one thing to check. Poway’s municipal code has no definition or rule for a portable moving or storage container. It does regulate “seatainers”, meaning shipping or cargo containers: in every residential zone they need a minor conditional use permit (§17.08.140 and §17.08.090), and in planned communities the same permit is required before one is placed outdoors (§17.18.050). The code does not say whether a short-term moving container counts as a seatainer, so for anything longer than a quick move, call Poway Planning at (858) 668-4610 and ask before you book.

The street is simpler. Under §12.24.020, anything placed in a public street or right-of-way needs a written encroachment permit from the Director of Public Services. Poway’s fee schedule (effective July 20, 2026) lists a $250 right-of-way permit fee, plus inspection fees, and the code requires a deposit of at least $50 to cover removal. With the lot sizes in most of Poway, the driveway is the easier answer.

Planned developments and HOA neighborhoods have their own homeowners’ rules, so check your CC&Rs too. Measure the spot before you reserve: the Standard container is 5×8×8 ft with 320 cubic feet and the Large is 7×8×8 ft with 448, and the delivery truck needs about 12 feet of overhead clearance.

Plan for fire season and heat. The city says more than 90% of Poway sits in a Fire Hazard Severity Zone, so put the container on the paved driveway rather than against dry brush or planting. Summer runs hot inland, with August averaging 84 °F, so keep candles, vinyl, electronics and anything heat-sensitive out of the box, or keep them in our climate-controlled vaulted storage in Sorrento Valley, about 20 minutes away, priced by the space you use.

When you finish, the container can stay put, go sealed to our facility or move to a new address anywhere in San Diego County for one $150 round trip, the same charge as delivery. Two of our movers load it for $139 an hour, with a 3-hour minimum, if you would rather not lift.
